Consulting Conference on Fiscal Policy Supporting New-Type Agricultural Operators Concluded

On January 24, 2017, CDRF held a consulting conference on the project regarding the improvement of fiscal policy of Henan Province supporting new-type agricultural operators. CDRF Deputy Secretary General Xiao Qingwen presided over the conference. Project team leader and CDRF Secretary General Lu Mai delivered an address. The conference was also attended by the experts from the Research Center for Rural Economy (RCRE) and Department of Rural Economic System and Management of the Ministry of Agriculture, Research Department of Rural Economy of the DRC, School of Public Affairs of Zhejiang University, and School of Sociology and Population Studies of Renmin University of China.



Lu Mai pointed out that new-type agricultural operators are advocated in current policies, and research is now focusing on how to choose the development direction and special areas of new-type agricultural operations entitled to fiscal support and how to foster the ability for sustainable agricultural development. He hoped that the project can bring forward constructive policy proposals.


Song Hongyuan, Director of Research Center for Rural Economy (RCRE) of the Ministry of Agriculture, Ye Xingqing, Director of Research Department of Rural Economy of the DRC, Wu Xiaojia, Director of Department of Rural Economic System and Management of the Ministry of Agriculture, Professor Li Jinshan at School of Public Affairs of Zhejiang University, and Li Ding from the National Survey Research Center at Renmin University of China proposed their opinions and recommendations.



At the half-day conference, the attendees also discussed issues such as how to define the scope of new-type agricultural operators to be supported, the scope of fiscal policy, and the backgrounds and direction of reforms.
