The Research Program of Government Performance Management Reform was launched in 2006, aiming to promote Chinese government performance management reform by policy research and international communication. CDRF held two international conferences of government performance management reform in 2006 and 2007 respectively, hoping to have a grasp of the overall situation of Chinese practice in this regard, draw on foreign experience and promote face-to-face exchange between Chinese and foreign scholars, experts and government officials. In 2007, CDRF organized officials from the Ministry of Finance, Ministry of Supervision, Ministry of Personnel, Ministry of Civil Affairs, National Audit Office and Central Staffing Department to complete the research report Progress and Prospect of the Central Government Performance Management (CDRF Research Report, No. 27), which overviewed the progress, challenges and prospect of performance management for each central departments and commissions. In 2008 and 2009, CDRF organized a field investigation for both central and local government officials which visited the U.S. and European countries to learn their experience and explore the path of reform for China. In October, 2008, CDRF initiated the first Forum of Public Budgeting and Government Performance Management, with over 100 participants including scholars, experts and government officials from Beijing, Shanghai, Guangdong, Henan and Heilongjiang. After the forum, CDRF completed a research report named Theories and Practice of Chinese Local Government Performance Management Reform (CDRF Research Report, No.63), which reviewed the history of Chinese local governments’ conducting performance management and budgeting reform, summarized local successful experience and lessons, and explored solutions for problems emerging in the reform endeavors.
