         On July 12, 2016, Guangzhou Municipal Bureau of Finance and the CDRF signed a cooperation framework agreement on promoting performance-based budgeting in Guangzhou at the Auditorium of Guangzhou Municipal Government. Mayor of Guangzhou City Wen Guohui and the Secretary-General of the CDRF Lu Mai delivered a speech respectively at the signing ceremony. Director of Guangzhou Municipal Bureau of Finance Chen Xiongqiao and Deputy Secretary-General of the CDRF Cui Xin, on behalf of both agencies, signed the agreement in the presence of Mayor Wen Guohui and Secretary-General Lu Mai.

        According to the framework agreement, the two sides, according to the overall plan of the state for finance reform, will cooperate in performance-based budgeting management (including development of budget targets, supervision of budget execution, assessment and use of assessment results), performance evaluation of special funds, budget transparency and other fields. The forms of cooperation include reform practices, project research, training, surveys and seminars.
