Accountability and Review Project of Nanhai's Financial Fund Utilization in 2012

Nanhai District of Foshan City is always regarded as the pioneer of fiscal performance evaluation throughout the country. Between June and July, 2013, Nanhai District completes the after-expenditure fiscal evaluation for recurrent items above RMB 500,000 and systematically examines the quality of self-evaluation, project management and performance. Based on these efforts, Nanhai’s Financial Bureau selects 28 projects to conducts further evaluation for the sake of accountability. During September 1-13, 2013, CDRF invites from Guangdong and Beijing 20 experts in the field of finance, economics, engineering, equipment and education, and organizes them into four panels to review the utilization of financial fund in these 28 fiscal expenditure projects, which produces 140 individual review reports from the experts, 28 review comment from expert panels, 4 review reports of expert panels and one general report. This project provides valuable experience to promote standardized, systematic and scientific management of fiscal expenditure in Nanhai.
