Who We Are
China Development Research Foundation (CDRF) is a national public foundation under the Development Research Centre of the State Council (DRC). It was established in 1997 and registered with the Ministry of Civil Affairs. Its mission is to advance good governance and public policy to promote economic development and social progress. The foundation organises the China Development Forum (CDF); carries out social pilot projects related to areas such as child development and green development; and undertakes important research projects on topics including economic and social issues, as well as sustainable development. CDRF’s policy proposals have received much attention and instructions from the central leadership, and it has become a high-level think tank featuring international exchanges, social experiments, and policy research.
Financial support for the CDRF is provided by donations and sponsorships from Chinese and international enterprises, organisations, and individuals. Funding is used to support policy consultations and academic research, facilitate international exchanges and cooperation, organise personnel training, reward individuals who have made outstanding contributions in policy consultation and academic research, and support other public welfare activities that are consistent with the foundation’s mission.
In 2010 and 2015, the CDRF was named ‘National Advanced Social Organisation’ by the Ministry of Civil Affairs. In 2019 and 2024, it was awarded 4A in the ‘China Social Organisation Evaluation Grade’ by the Ministry of Civil Affairs. The Institute of Child Development at CDRF received the honour of ‘Model Collective of National Unity and Progress’ by the CPC Central Committee and the State Council.
The current Chairman of CDRF is Mr Zhang Junkuo, former Vice President of the DRC and Deputy Director of the Committee on Proposals of the 14th CPPCC National Committee.
