Research Report on the Complementation of Commercial Health Insurance and Basic Medical Insurance is Released

On March 22, 2019, CDRF convened the Weaving a Safety Net for Public Health -- Press Conference for the Research on the Complementation of Commercial Health Insurance and Basic Medical Insurance at the Diaoyutai Hotel in Beijing. More than 100 members of the research team, experts and scholars, representatives of business organizations and media reporters attended the conference and engaged in discussions.


The CDRF set up a research team concerning the "Research on the Complementation of Commercial Health Insurance and Basic Medical Insurance" in November 2017. The research team carried out in-depth and comprehensive research into the future prospect of multi-level healthcare system, handling of basic medical insurance, undertaking of critical illness insurance, supplementation to basic medical insurance, and connectivity of basic medical insurance.


In his speech, Lu Mai, Vice President and Secretary General of the CDRF, emphasized that as an important line of defense for people's health, medical insurance was of immense significance to strengthening the development of "Healthy China" and building a well-off society in an all-round way. Under the existing basic framework for China's multi-level medical security system, facilitating the connection between commercial health insurance and basic medical insurance to satisfy people's multi-level, diverse, and high-quality needs for health security has become a significant topic to perfecting a multi-level medical security system with Chinese characteristics.


In her speech, Ms. Elizabeth Fowler, Vice President for Global Health Policy at Johnson & Johnson, pointed out that the report has proposed very constructive suggestions on building a multi-level medical security system for China in the future. And that they hope to foster affordable, high-quality health care available to people around the world.


In his report, Wang Qiguo, Program Manager of the CDRF, elaborated on the status quo of commercial health insurance and basic medical insurance, pinned down the difficulties and challenges faced by connecting these two insurance systems, and put forward policies and suggestions on facilitating such connection.


Suo Lingyan, Deputy Dean and Associate Professor of School of Economics Peking University, pointed out that the way forward for developing a multi-level medical security system was to ensure the precision of the bottom level, integration of the main level, specialization of the supplementary level, and interconnection and cooperation between all levels.


In his report, Zhu Minglai, expert of the research team and professor of the School of Finance at Nankai University, explained in details the status quo of the development of critical illness insurance; pinpointed the problems with critical illness insurance; proposed policies and suggestions on improving critical illness insurance.


Zhu Junsheng, expert of the research team and Deputy Director of the Insurance Research Office of the Institute of Finance Research of the Development Research Center of the State Council, expounded three perspectives on commercial health insurance: First, the overall development of commercial health insurance was very fast, but the level of such development was rather low; second, the potential was tremendous, but policy obstacles were numerous; third, we must learn from international experience to stimulate the development of commercial health insurance.
