National Health Commission Officials Visiting CDRF for Cooperation in Care for Children Aged 0-3

On the morning of April 29, Yang Wenzhuang, Director of Department of Population Surveillance and Family Development, National Health Commission (NHC), You Xiaoliu, Director of General Office of the Department, and Li Rui, Analyst with Division of Family Development of the Department, visited CDRF. CDRF Vice Chairman Lu Mai, Child Development Center Director Du Zhixin, Executive Director Zhao Chen and related program personnel attended the meeting. The two parties discussed possible cooperation in care for children aged 0-3.



Yang Wenzhuang first introduced the working plan of NHC’s Department of Population Surveillance and Family Development on care for children aged 0-3 and expressed the hope to promote to establish related legal system, institutional specification, teaching material system and service supply system in line with Chinese realities under the framework of the 14th “Five-Year” Plan. He also mentioned the impact of the COVID-19 epidemic on offline nurseries and believed it necessary to study the charging standard for nursery service and the cost sharing mechanism.


Yang pointed out the problem with nursery service in China of “in shortage in rural areas and in disorder in cities”, and recognized CDRF’s proposed pilot program on nursery service for urban families and nurturing in rural areas. He said that his Department was willing to cooperate with CDRF in nursery service and “Healthy Family” and a care program for children aged 0-3 in southern Xinjiang implemented by the two parties, if possible, would be of great significance for the development of the country.


CDRF believed that a pilot nursery program was a right opportunity for intervening with early child development and realizing care for all the children. At the meeting, the two parties exchanged opinions on pilot programs and study on child care, identified the intention of cooperation and looked forward to progress in the specific work for the next step.
