New Infrastructure and New Opportunities: White Paper for the Development of Chinese Smart Economy Issued

On June 18, 2020, CDRF and Baidu jointly released the New Infrastructure and New Opportunities: White Paper for the Development of Chinese Smart Economy (hereinafter referred to as the “White Paper”) in Beijing. The White Paper is a collection of rich industrial cases and cutting-edge insights and intended to discuss the economic and social reconstruction under the influence of smart economy and help understand smart economy and its opportunities and challenges.The version released was an abridged version, and the complete version will be issued in September 2020. Science Research Institute of ICT, China Industrial Control Systems Cyber Emergency Response Team and Intellisia Institute contributed to the research in the background report.


The White Paper points out that smart economy is a new economic form developed as driven by AI and other new-generation smart technologies based on the fully developed digital economy. By industrializing smart technologies and making traditional industries intelligent, smart economy will promote human production and life, social governance and services to turn smart in an all-round way.


Since the outbreak of COVID-19, smart economy supported the work of hospitals and communities in the epidemic prevention and control from assisting the “front line” to enhancing the “screening”, playing an important role in refining the national public health emergency management. Compared with other economic forms, smart economy is featured by data-driven, man-machine coordination, cross-sector integration and joint contribution and sharing, and will expedite the birth of new technologies, new industrial forms, new modes and new industries in a larger scale.


The White Paper believes that new infrastructure will speed up the development of smart economy. In the next decade, the top theme of global smart economy will be reconstruction, shift and relocation of infrastructure, innovations in business ecosystems on such basis, and realization of Internet of Everything.


As mentioned in the White Paper, currently, the development of smart economy in China is faced with both opportunities and challenges. On the one hand, as government puts into effect supportive policies, related technologies keep making breakthrough and emerging demand such as platform consumption and smart consumption is growing rapidly, it’s about right time for smart economy to develop in an expedited way. On the other hand, its development still faces multiple grim challenges such as lack of key technology reserves, abilities in technological innovation and application that remain to be improved, less matured innovation support system and talent system, rising digital security risk and intensified technology competition. Smart economy not only involves technological and industrial reforms in multiple industries and sectors, but also affects all walks of life such as employment and security profoundly.


To this end, the White Paper proposes the following advices. It’s important to actively promote the application of smart economy in municipal administration, public security, medical care and health, disaster reduction and relief, social security, culture and education, traffic and transportation, energy management and community service, and fully vitalize the smart industries by innovating in investment and financing modes, strengthening intellectual property protection and promoting commercialization of scientific and technological results. Efforts should be made to support enterprises to become major players in selecting technical direction, making key technological breakthrough and promoting and applying the technologies, and moderately make arrangements for basic research that may trigger the AI paradigm reform beforehand. A smart economy market consumption system that is guided by demand and predominated by market need be constructed. Development and implementation of data opening and sharing mechanisms should be driven ahead with government departments as the main driver. Security of smart economy should be included into national legal system building, and development of smart technologies should be standardized through legislation, with the development boundaries identified. Further refined AI ethical code need be established to better benefit the mankind with technical innovation. Under the premise of ensuring security, it’s necessary to adhere to openness, cooperation and innovation, drive the establishment of international rules on smart economic and technical governance, and set up a more inclusive, transparent and responsible governance system.
