Cities of Opportunity Special Edition Report on Shenzhen-Hong Kong Integration Released

On January 28, 2022, Cities of Opportunity Special Edition Report on Shenzhen-Hong Kong Integration was jointly released by the China Development Research Foundation (CDRF) and PwC. The report analyzes the strategic importance of Shenzhen-Hong Kong integration and competitive industries and development opportunities of the integration and puts forward seven suggestions for deeper cooperation between Shenzhen and Hong Kong.


According to the report, Shenzhen-Hong Kong integration has great strategic potential. Shenzhen and Hong Kong need to jointly formulate their development positioning, and make the best of their unique advantages respectively, maximizing the strength of Shenzhen-Hong Kong integration to realize synergy effect. The  Northern Metropolis will be the core of Hong Kong's innovative technology industry, hinging on the six priority areas for cooperation -- biotechnology, new materials, next-generation information technology, fintech, new energy vehicles (NEVs) and new energy -- to promote the integrated development of Shenzhen and Hong Kong. In the future, Shenzhen and Hong Kong should promote the planning of their joint areas, university-industry collaboration and smart border, and take the metropolitan area of Hong Kong as the core area of Shenzhen-Hong Kong integration, calling on industries and business communities to jointly participate in both sides’ development.


Cities of Opportunity report series, which was jointly released by CDRF and PwC annually on the eve of the China Development Forum (CDF) and has been published eight issues since 2014, is one of the outcomes of the CDF. Cities of Opportunity Special Edition Report on Shenzhen-Hong Kong Integration is the first report of this series. Future studies in this series will continue to focus on Shenzhen and Hong Kong, and further research different industries and potential development opportunities.
