Build A Great Bay Area as an Engine for Development:“Nansha Plan” Symposium Successfully held
Building a major strategic platform of is the new positioning given by the state to Nansha, Guangzhou, and an important deployment for implementing the national development plan for the Guangdong-Hong Kong-Macao Greater Bay Area. On March 3th, 2023, CDRF held a symposium on building the development engine of the Greater Bay Area: “Nansha Plan” in Guangzhou. This symposium was chaired by Yu Jiantuo, Deputy Secretary General, CDRF, and Liu Shijin, Deputy Director of Economic Committee of the Chinese People’s Political Consultative Conference, former Vice Chairman of the Development Research Center of the State Council, and Vice Chairman, CDRF attended the symposium and delivered a keynote speech.
In the briefing session on the implementation of the "Nansha Plan", Yao Lu, Secretary of the Party Group and Director of the Guangzhou Municipal Bureau of Finance, introduced the fiscal policies in detail around “Financial Support for the Implement of the NanSha Plan to Help the Construction of the Guangdong-Hong Kong-Macao Greater Bay Area”. Zhang Qiaozhen, Deputy Director of Guangzhou Municipal Taxation Bureau, deeply explained the implementation, practical difficulties and policy demands of tax-related issues in the "Nansha Plan". Lv Furong, Deputy Director of the Promotion Department of Guangzhou Greater Bay Area Office, comprehensively introduced the relevant industrial planning policies in Nansha, and Mai Hui, Deputy Director of the Exchange and Cooperation Department of Guangzhou Science and Technology Bureau, spoke on the development and implementation of policies related to "Scientific and Technological innovation". Shan Zhiguang, Director of the Department of Informatization and Industrial Development of the State Information Center, Hu Biliang, Executive Dean of ”the Belt and Road” College of Beijing Normal University, Liu Peilin, Chief Expert of the Regional Coordinated Development Research Center of Zhejiang University, Zhang Xiaotong, Chief Engineer of China Industrial Internet Research Institute, Yu Qiao, Professor of School of Public Administration of Tsinghua University, Wu Yuying, Senior Tax Partner of PricewaterhouseCoopers, Guangzhou, and other experts and scholars focused on policy making process and design, industrial development direction, the comparison between Nansha Free Trade Zone and Hengqin and Qianhai, for example, how to innovate the application of digital technology to help Nansha's infrastructure construction, how to attract Hong Kong and Macao talents to Nansha and other practical issues and policy suggestions.
In the end, Yu Jiantuo summarized the symposium, explaining that CDRF will fully play a role as a platform, serve China’s overall development, make our contributions to the construction of the Nansha Free Trade Zone and the integrated development of the Guangdong-Hong Kong-Macao Greater Bay Area.
After the symposium, the delegation went to the Guangzhou Digital Government Exhibition Hall, Nansha District Planning Exhibition Hall, and Guangdong Jinko Electronics to conduct field research to understand the construction of digital government in Guangzhou, the design of the Nansha Free Trade Zone and the Guangdong-Hong Kong cooperation in the high-tech manufacturing industry in the Greater Bay Area.
