CDRF holds conference on "The Development of Nansha New District and the Role of Public Finance"
On 27 July 2023, China Development Research Foundation (CDRF) held a
conference to disseminate the research findings of "The Development of Nansha
New District and the Role of Public Finance". Experts from Development Research
Center of the State Council, State Information Center of NDRC, Tsinghua
University, Beijing Normal University, Central University of Finance and
Economics, Zhejiang University and PricewaterhouseCoopers exchanged views on how
to implement the "Nansha Plan", support the construction of the Guangdong-Hong
Kong-Macao Greater Bay Area (GBA), and how to give play to the role of fiscal
policy and strengthen policy coordination. The conference was moderated by Li
Fan, Director of Research Department 1 of CDRF. Yu Jiantuo, Deputy Secretary
General of CDRF, delivered a speech and summary, and Liu Zhiguang, Member of the
Party Group of the Guangzhou Municipal Bureau of Finance and Chief Accountant,
delivered a speech on the meeting (online).
On behalf of the research team, Yu Jiantuo introduced the main viewpoints of
the titular report. He said that GBA is a strategic hub for constructing a new
development paradigm, and the introduction of the "Nansha plan" is a key move in
the coordinated development of the GBA. The implementation of the Nansha Plan
and the construction of the GBA require national, provincial, municipal and
district governments to coordinate their work, and to further bring into full
play the strengths of the system.
In the exchange and discussion session, Shan Zhiguang, Director of the
Department of Informatisation and Industrial Development of the State
Information Center, Hu Biliang, Executive Dean of the Belt and Road Institute of
Beijing Normal University, Liu Peilin, Chief Expert of the Research Center for
Coordinated Regional Development of Zhejiang University, and Bai Yanfeng, Dean
of the Graduate School of the Central University of Finance and Economics,
shared their findings. Yu Qiao, Professor of School of Public Administration,
Tsinghua University, Zhao Fujun, a director of Foreign Economy Research
Department, Development Research Centre of the State Council, and Wu Yuying,
Partner of Tax and Business Services, PricewaterhouseCoopers, commented on the
findings and put forward targeted policy recommendations for the development of
Nansha and the construction of GBA from their respective fields.
In September 2022, CDRF and the Guangzhou Municipal Bureau of Finance
launched a study on public finance support for the implementation of the “Nansha
plan” to facilitate the construction of the GBA. As part of the study, CDRF
organized three field research trips to Guangzhou Nansha FTZ, Xiamen FTZ and
Hainan FTZ to compare and contrast the construction of FTZs or ports of
different regions. CDRF also invited senior scholars from universities,
well-known think tanks and other institutions in related fields to carry out
thematic research. The findings will be collected and published.
Wang Lu, Program Manager of Research Department 1 of CDRF, Zhao Songyan,
Deputy Program Manager of Research Department 3 of CDRF, and Chen Bin, Director
of Budget Performance Division of Guangzhou Municipal Finance Bureau and other
members of the study attended the conference.
