The 4th China Executive Leadership Program sponsored by the CDRF took place from June 30, 2009 to July 25, 2009. The four-week program was offered in Beijing, Cambridge University (UK) and Manchester (UK).

This class had 30 participants from SOEs directly under the control of the central government and financial institutions. Huang Danhua, Deputy Director of the State-owned Assets Supervision and Administration Commission, served as the head of the class, Xiao Gangguo, Chairman of the Bank of China, and Lu Zhongyuan, Deputy Director of the Development Research Center of the State Council, served as deputy heads.
