“A Bright Start for Every Child”: Home Visiting Action Plan for 100,000 Rural Infants and Toddlers

Since 2015, the China REACH program has been implemented in 24 counties (districts) in 10 provinces (autonomous regions and municipalities directly under the central government), with 15,000 children in the program and a total of more than 40,000 children benefiting from the program so far. According to the data of the seventh census, there are 15.27 million infants and children aged 0-3 years in rural areas, and if 20% of the children in rural areas in the former poverty-stricken areas are included in the program, at least 3 million children should receive guidance on parenting through home visits. Before the central and local governments decide to invest more, there is an urgent need to join forces with more partners to create a wider and more feasible demonstration effect. In order to enable more rural infants and toddlers to enjoy early childhood care services, to promote the development of relevant policies, and to raise the developmental level of rural infants and toddlers to the national average, CDRF will join hands with its partners to launch the A Bright Start for Every Child: Home Visiting Action Plan for 100,000 Rural Infants and Toddlers (hereinafter referred to as the Action Plan) to increase the number of children benefiting from the service to 100,000 children, and to reach the goal of covering ten thousand villages in thousands of townships. The Action Plan will become the largest pilot program in the field of rural early childhood care in China, and is expected to have a significant social and policy impact. The action plan, which will run from 2024 to 2025, will be implemented in the Bijie Rural Child Development Comprehensive Demonstration Area and the Haidong Rural Early Childhood Development Demonstration Area, and is expected to cover a total of 50,000 infants and toddlers aged between 6 and 36 months in the two areas by the end of 2024.
