Agreement for Performance Evaluation Project of Special Financial Fund inked

 

On August 3, 2012, Mr. Lu Mai, Secretary General of the China Development Research Foundation (CDRF), and Mr. Jiang Qiqiang, Director of Nanhai District Financial Bureau, inked the agreement of Performance Evaluation Project of Special Financial Fund in Nanhai District of Foshan City. This indicates that CDRF’s research project of Public Budgeting and Financial Performance Management has entered a new stage of applying theories to guide the practice.

CDRF goes through rigorous bidding procedures and wins the bidding of the three-year Performance Evaluation Project for Special Financial Funds in Nanhai District of Foshan City, against the other six competitors. In the coming three years, CDRF will take part in Nanhai’s public budgeting and financial performance evaluation, as an independent third-party, and give advices to Nanhai by organizing expert review, completing performance evaluation reports and providing policy recommendations for Nanhai’s financial performance management reform. Such collaboration aims at exploring a new model for having the third-party involved in government financial performance evaluation so as to find a more pragmatic and feasible way for both theoretical studies and practice of financial performance evaluation.

CDRF initiats the research project of Public Budgeting and Financial Performance Management for the sake of promoting China’s public budgeting and financial performance management system. It hopes to improve the current model of public budgeting and financial management via result-oriented policies, enhance the effect of public fiscal funding and provide feasible policy recommendations to promote financial reforms and rationalize the relationship between central and local financing. On the basis of two CDRF programs, i.e. Public Budgeting Reform Program and Government Performance Management Reform Program, this project not only integrates the research results of these two programs but further expands and deepens their research.
